The Observatory for the social policies is one of the tools used by the Trieste Province in order to contribute to the creation of an integrated system of interventions and social services with the aim of adding value to all the existing experiences and resources through their introduction on the network and through the definition of the responsibilities and management modalities. Moreover, Article 9 of the Regional Law 6/2006 states that the Province shall cooperate to the development of the regional information system of the social services and shall exert those functions, which are aimed at the monitoring, the analysis and the spread of knowledge. The target of the Observatory is therefore to provide useful information for the construction of realistic forecasts of the emerging social phenomena through reliable estimations and assessments so as to orientate the decision making processes and the allocations of resources.
The mission of the Observatory follows six main guidelines:
– the cognitive guideline, which finds its tangible implementation in the existing database and website, for which we propose a further consolidation and development;
– strategic-directional guideline, which brings the Observatory to propose itself as an instrument that can develop interpretations and promote useful reflections for the political decision-maker in order to perform his/her institutional role in an effective and innovative way;
– the communicative guideline, which makes the Observatory a privileged instrument for the access of citizens an organisations to the services, the initiatives and the opportunities on the territory;
– the coordination guideline, as it aims at linking the different subjects, both public and private, which define and implement the social politics;
– the mediation guideline or the informative guide, as it refers to the function available for the users, which offers interesting links;
– the service guideline, as it refers to the function of offering services for the citizens, organisations and other bodies on behalf of the Observatory.
