Information, study and work without borders

Project in the frame of the Community Initiative Programme Interreg IIIA Italy – Slovenia 2000 -2006

Project promoter: Education and Professional Orientation Office of the Region Friuli Venezia Giulia
Project performers: Slori – Slovene Research Institute, SDZPI – Slovene Regional Institute for Vocational training, SDGZ – Slovene Regional Economic Association, EnAIP – National Agency for Vocational training of the region Friuli Venezia Giulia, IAL Friuli Venezia Giulia and IRES – Economic and Social Research Institute of the region Friuli Venezia Giulia
Project implementation period:  2004-2006

The aim of the project is the creation of a bilingual website with a large database, containing rich information about study and work opportunities in the neighbouring country, in Slovenia and in Italy respectively. It is a mirror project, which means that the website is available both for the users of the region Friuli Venezia Giulia, who would like to study or work on the other side of the border, and the Slovene citizens, especially from the border areas of the Obalno-kraška and Severno-primorska regions, interested in studying or working in our region. Information is available on the website www.regione.fvg.it/orienta-senzaconfini both in Slovene and in Italian.

The final user, being a single person or an institution, may find on the webpage the description of the school system and the labour market in Slovenia and in Italy, the legal framework as far as education and work in the two countries is concerned, the list of the school institutes on both sides of the border, information about the living standards and the ways of life in the neighbouring country, instructions about work permits, issued for different types of job, the description of the conditions required for the recognition of study and professional qualifications achieved in the neighbouring country, and other information, necessary in order to take part in the cross-border mobility process.

In this light, Slori’s task was to carry out the first phase of the project, which envisaged an introductive analysis of the needs for the implementation of the cross-border mobility, the definition of the resources both on the Italian and the Slovene side and the drawing up of the contents for the website with the support of the company Insiel, which provided for the technologic aspect of the site.
At the beginning, Slori carried out a study of the needs on the basis of interviews with single persons in our region and from Slovenia, who already study or work on the other side of the border, and who, for this reason, are already an active element of the cross-border mobility dynamics. In such a way, the cross-border mobility practices already affirmed on the territory stood out, together with the bureaucratic duties or deadlines for the beginning of a work or study experience in the neighbouring country. The results revealed the type of information that the user needs when he/she decides to start working or studying on the beyond the border.

Moreover, the research activity envisaged the task of checking and defining the resources as well, both on this and on the other side of the border. The more than 200 resources found, constitute a net of services or offices, institutes and institutions, useful and necessary for the user, when he/she decides to study or work in the neighbouring country. Slori has also prepared an analysis of the legal provisions in Italy and Slovenia in the field of education and work, describing thus the legal framework for cross-border work and education.

The first phase of the project, in which the Institute participated, finished in the first half of 2005. The first results of the project were presented in Gorica on the 11th October on a technical meeting, attended by Italian and Slovene project partners.
